What is J-Shine?
Introduction
The Elementary English Instructors' Certification Committee (also known as "Japan Shogakko (Elementary School) Instructors of English or "J-Shine") is a private non-profit organization established to license English instructors. In February of 2003, J-Shine applied to the Cabinet Office to become a specified non-profit corporation with the mission of supporting the spread and development of English education in Japan's elementary schools.
In order to encourage elementary school English education in Japan, this committee is building an organization that will support it by training elementary school English instructors in cooperation with education-related groups all around the country. Additionally, we will endeavor to contribute to the development of English education in Japan through the successful promotion of the teaching of English in elementary schools.
In order to achieve this, we will bring together a wide range of people involved in English-language education to work hand-in-hand with the Ministry of Education, Sports, Science and Technology and local boards of education throughout the country in support of English education. We hope that you will appreciate and assist our efforts to become a committee for everyone.
J-Shine's Core Concepts
In order to ensure a steady supply of quality instructors to elementary classrooms, our committee encourages the creation of organizations that will train instructors throughout Japan. In order to ensure that this training of instructors has all the energy and diversity of the private sector, our committee will strictly limit itself to carrying out the following functions:
- Providing a unified qualification for instructors in order to expand and improve elementary school English
- Creating a supportive environment for elementary school English instructors who have earned this qualification

- Licensing of Elementary School English Instructors
We license English instructors according to a single standard in order to ensure a steady supply of quality instructors to elementary school classrooms.
- Expansion and Support of Elementary School English
We will strive to encourage the spread of English teaching by making a database of qualified instructors throughout the country available on our homepage in order to help boards of education all over hire qualified instructors.
- Support of Educational Organizations Encouraging the Internationalization of Education
We support internationalization activities throughout the country in cooperation with groups that encourage internationalization.
